The general consensus is that one should 'walk on by' when one is stared at. It is very difficult to do when eyes are directing, or preying, towards ones presence from all angles perceivable; it is the direction of those angles that can sometimes be most worrying, or causes for concern.
Retracting the attention could be achieved via the addition of debatably customary big, black shades (a reflective pair is always useful in providing the aggressor with a Narcissitic image of themselves - note, I didn't say 'himself'), or its equivalent, and constant repetition of the following may be somewhat advantageous:
"There is only one thing in life worse than being talked about, and that is not being talked about."
