Bring them over from their coconut trees in Cochipapurimanppattanvilasaltal and Trivalussirandraundremunpalamm and give them nice bright clothes and a multiple bunkbed and one whole piece of bread per day and an entire toilet for them and their 350 colleagues – and then they are just having a blast on our building site!!

don't you know these guys are digging some hole and they've been doing that the whole day? Can't you see why they're kneeling in that position? My goodness, one should have more sympathy for these guys. Their company probably doesn't even know where Moromodogluvanavasam is to be able to purchase them a ticket home.
Me, I was simply walking on by when I took this pic. I enjoyed sweating, to say I've done my job and made these guys momentarily happy: after all, a moment with me is pure luxury: these guys dug their hole and ate it too.
Oh yah, after that I got into my luxury car and went back home.
LOL you know what...from looking at these dudes I wasn't quite sure WHAT they were doing...and when I turned the corner in my luxury car, there was scaffolding up on the Maktoum bridge, and some guy was trying to throw rope up to the guy on top of the scaffolding.

In terms of safety on sites such as these (does the place in the pic get classified as a construction site, or roadworks?) would it be "good" practice for these guys to wear helmets? Are they required as per "int'l guidelines?"
On your point about profit margins, I've met some dudes whose companies advise on safety aspects on construction sites. If it's a matter of profit, why are these companies consulted in the first place when it must cost an arm and a leg to do so in the first place?
Compliance with Health & safety regulations is a legal requirement is most countries. Even here, actually, but the regulations are not very onerous here, and enforcement is lax, to say the least.
Consultants are a necessary pain in the arse. I was one myself. Health and Safety is a big issue and we should all maintain the standards as required by the law. It's in our own, and society's interest, to safeguard lives.
e.g. you know that contractors are liable to pay blood money if a guy dies on site and it is found to have been the contractor's responsibility. It's called vicarious responsibility for one's employees.
